Yes it does matter whether you are renting or flipping your Westland home purchase?  If you are going to rent a home you want to rehab the house so it looks nice without investing a lot of money.  The key to being a successful landlord is being frugal.  Good landlords don't sink a lot of money into their rentals.

Where flipping a home you may do a lot more for the house.  For example a rental you wouldn't change door knobs, where as a flip you may change all the doorknobs to make the house look better.  It is the same way with ceiling lights.  If you are selling the house you would change the lights to make them nice.  But a rental you most likely would make do with is in the house.  Depending on the shape of the carpeting the rental home may use the existing carpeting.  But a flip you probably are going to change the carpeting.
