In order to move in after the city inspection the buyer must fix all the issues cited by the city inspectors. Once the buyers fixes all the issues they have to call the city back to re-inspect the home. Once the city inspector signs off that all the issues have been corrected the city issues a Certificate of Occupancy. It is the same way when you build a house in most Southeastern Michigan cities. One you have the home completely built, the city inspectors will inspect the house. Once all the inspectors have passed the various areas the city will issue a certificate of occupancy. So basically a certificate of occupancy shows that the home is up to code and has been inspected by the city inspectors. It is final approval to live in the home.
